We are pleased to announce that MLIT of Japan is planning to host the “2nd ASEAN- Japan Smart Cities Network High Level Meeting” on December 16th, 2020 with the support of the Japan-ASEAN Integration Fund (JAIF). As you may be aware, Japan has been committed to supporting ASEAN Smart Cities Network (ASCN) initiative since 2018. This meeting is continuation of last year and supposed to be held by video conference due to global spread of coronavirus infection.

As a background, the 1st Meeting was held in Yokohama, Japan in 2019. It was great pleasure to have more than 800 participants including guests from ASEAN and discuss common challenges for promoting smart city. At the end of the meeting, we shared the Summary Record which emphasizes the importance of “Challenge Oriented concept” and acknowledged the establishment of the Japan Association for Smart Cities in ASEAN (JASCA) to accelerate Public-Private cooperation between both sides.

Up-coming meeting aims to facilitate the progress of smart city projects by sharing good practices in ASEAN and Japan, discussing how to address issues even in the difficult situation by COVID-19, as well as encouraging Public-Private networking.

Dato Lim Jock Hoi was the Permanent Secretary at the Ministry of Foreign Affairs and Trade, Brunei Darussalam since 2006.

During his tenure, he served as Brunei Darussalam’s Senior Official for the ASEAN Economic Community Pillar (SEOM), APEC (Asia-Pacific Economic Cooperation) and the ASEM (Asia-Europe Meeting). He was a member of the High Level Task Force on ASEAN Economic Integration (HLTF-EI) since 2001, serving as the HLTF-EI Chair in 2017. He was Brunei Darussalam’s Chief Negotiator for the Trans-Pacific Partnership Agreement (TPP), as well as for the P4, precursor to the TPP negotiations. Previously, he was also the Co-Chair during the negotiations for the ASEAN-Australia-New Zealand Free Trade Area (AANZFTA), and also served as Brunei Darussalam’s Chief Negotiator for the Brunei Darussalam-Japan Economic Partnership Agreement (BJEPA).

From June 2011-2017, he was the Chairman of the Governing Board of the Economic Research Institute for ASEAN and East Asia (ERIA). He was also on the External Advisory Board for the ASEAN 2030 Study being undertaken by the Asian Development Bank (ADB).

He entered the Government Service as an education officer in 1977 and served as principal of a Secondary School from 1981 ? 1985. From February 2001 ? July 2005, he was appointed as Director-General, International Relations and Trade Development, Ministry of Industry and Primary Resources. In September 2005, he was appointed as Deputy Permanent Secretary, Ministry of Foreign Affairs and Trade.

He graduated from the City of London Polytechnic in B.Sc (Hons) Economics in 1976 and received his Post Graduate Certificate of Education in 1977.

He was awarded The Most Honourable Order of Seri Paduka Mahkota Brunei, second Class (D.P.M.B) in 2007. He is married with two sons.

Profile of Tin Tin Kyi

Tin Tin Kyi, has graduated a bachelor degree of Architecture degree from Yangon Institute of Technology in 1986. I have served almost 27 years of experience on the field of Engineering Department (Building) of Yangon City Development Committee. My main responsibility in that department is at the Building Completion Certificate and Permit Section. I attended and successfully completed a course on building services in Singapore Polytechnic in 2001. After years of service, I had been working out my duties as an executive engineer and was promoted to assistant chief engineer of Building Engineering Department, Y.C.D.C. In 2010, I published the book named as “A Changing Yangon” and it introduce the historical development of Yangon. After that, I am now carrying out my duties as a Deputy Chief Engineer of City Planning and Land Administration Department, Y.C.D.C since 20th March 2017. According to the ASEAN Smart Cities Network, I am assigned as the Chief Smart City Officers of Yangon since 2018. Therefore, I have to lead as the representative of Yangon to implement our plan for smart and sustainable city according to ASEAN Smart Cities Framework. Some of the plans and studies are cooperated with the Japan International Study Agency (JICA) and European Countries. I also take a responsibility as a Secretary of Yangon City Comprehensive Land Use, Zoning and Urban Design Review Working Committee as well as a member of Myanmar Architect Council. In the end year of 2019, I received the “Best Civil Officer Award” by the Myanmar President Office for performing the duties and responsibilities well.

Hugh graduated from the University of Liverpool in 1987 with a Bachelor of Engineering (First Class) degree on a Singapore Armed Forces (Overseas) Scholarship. He holds a Master of Science (Management of Technology) from the Massachusetts Institute of Technology, United States of America, 1998.

Hugh joined the Singapore Armed Forces in 1984, and attained the rank of Brigadier-General on 1 Jul 2005. He has served in a variety of command and staff positions, including Chief Engineer Officer, Commander 6 Division, Commander Training and Doctrine Command (TRADOC) and Chief of Staff, General Staff.

Prior to joining CLC, Hugh was the CEO of the Building & Construction Authority (BCA). Previously, he held the appointments of Deputy Secretary (Community, Youth and Sports) at the Ministry of Culture, Community and Youth, and the Deputy Secretary, Ministry of Law.

Dr. Siti Muhaza is the Undersecretary of Policy and Inspectorate Division for the Ministry of Housing and Local Governments, Malaysia. She has 25 years of experience as a civil servant where she held various posts in eight ministries mostly in policy planning and implementation. She began her career at Economic Planning Unit of Prime Minister Department in 1995 and then to the National Anti-Drug Agency in 1996 where she was involved in anti-drug prevention and rehabilitation policies.


She was promoted to the Ministry of Rural and Regional Development and involved in the research area in the International and Strategic Planning Division of the Ministry. As her career developed, she moved to the Ministry of Agriculture before resuming her study and received her PhD in Community Development from the University Putra of Malaysia in 2015.


Dr. Siti Muhaza is currently overseeing the policy and strategic matter under this ministry such as the National Community Policy and National Housing Policy. She is also in charge of the development and implementation of the Malaysia Smart City Framework. The framework will serve as a national reference and guidance to all the relevant stakeholders for a systematic and holistic development of Smart City in Malaysia. Her purview covers planning, implementing and monitoring of the development of Smart Cities in Malaysia.


She also has vast knowledge and experiences in planning Smart Cities at the local government. In 2007 she joint Iskandar Regional Development Authority (IRDA), and now she is one of IRDA’s Director and leads the Technology and Innovation workstream. Maimunah leads the Smart City team in IRDA and Chief Smart City Officer for Johor Bahru in the ASEAN Smart City Network program alliances. Maimunah is currently in the committee member of Malaysia Green Building Council Southern Chapter to promote energy efficient in buildings and protem members for Malaysia Smart Cities Alliance (MSCA)

She has successfully secured Iskandar Malaysia to become a pilot project for the United Nation Energy Efficiency Acceleration program, launched at the United Nations conference, New York and Sustainable Development Goals (SDG) on SDG 7 with UNESCAP. Japan Association for Smart Cities in ASEAN (JASCA) was established as a framework to facilitate cooperation between ASEAN and Japan, and is composed of potential Japanese Partners both public (7 ministries, 9 cities, 16public sectors) and private (more than 200), from various fields that have interests towards ASEAN.

It acts as a Project Incubator to promote Smart City Projects in ASEAN, a Communication Hub to enhance Public-Private Actions for Partnership and a Total Solution Coordinator for cross-cutting and comprehensive solutions.
It contributes to ASCN by providing Japan’s know-how, experience, technology and financial scheme, aiming to create PPP projects or supporting projects funded by ODA or local governments.
